    1. To compare model projections for four transportation scenarios (trend, HOV lanes, beltway plus HOV, transit/land use/tolls)
    1. See if easy to use models work adequately
    1. Funded by USEPA, USDOT, USDA, USDOE, Caltrans, Calif. CEC 
    1. Sacramento region. 25-year scenarios.
