Analysis of factors affecting change in public policy over a period of several decades; the role of scientific information in that process; policy implementation; belief systems of policy elites; land use and air pollution policy in the U.S. and western Europe; water quality at San Francisco Bay and Lake Tahoe; factors affecting the success of multi-stakeholder watershed partnerships; and the application of multiple theories (particularly the Advocacy Coalition Framework) to this question.
